The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading global provider of learning and training for the world of work.
The position is located in the Information and Communications Technology Services (ICTS), reporting to the Deputy Director of the Centre. The CIO is a member of the Centre’s Management Team.
The main function of ICTS is the provision of comprehensive information and communications technology services to the Centre’s staff and training participants. ICTS is strategically positioned at the core of the Centre and aims to be progressively more relevant, valuable and fit for purpose which is summarized in the ICTS Value Proposition “ICTS takes a holistic view of the organization’s business strengths and weaknesses, as well as its future prospects. Potentially, ICTS has a comparative advantage over all the Centre’s other business units in its ability to create value in terms of business outcomes and, more importantly, to have a greater impact on the organization’s future state”.
ICTS has decided with the Centre’s senior management’s endorsement to adopt comprehensive, far-reaching and transformative goals for the current mid-term, as prioritized in the following seven strategic focus areas:
Focus Area 1: Innovation in technology-enhanced learning
The Centre will accelerate its use of technology in support of all of its learning and training activities. The e-Campus learning management system and digital library services will be the central institutional hub for technology-enhanced learning.
Focus Area 2: Improved outreach
Technology should drive the Centre’s marketing, promotion, public information and communication functions to reach out to and attract the right group of potential participants, institutions, donors and partners.
Focus Area 3: Mobile-first approach
Mobile devises (tablets, smartphones, laptops, etc.) used by both participants and staff should be able to access important data, training platforms or business applications in an efficient and effective way.
Focus Area 4: Data-driven business
The Centre and its partners are required, with the help of IT, to improve their ability to effectively collect, analyse, use and present data and statistics available from external and internal sources, so as to enhance training design and delivery, improve the marketing and promotion of courses, and timely business decisions.
Focus Area 5: Improved business processes
All processes that have significant impact on the Centre should be replaced by automated or technology-supported efficient workflows.
Focus Area 6: Agile and high-quality service delivery
While maintaining and improving the quality of IT service delivery, ICTS will increase its capacity to respond quickly to the rapidly changing needs of the organization.
Focus Area 7: Green IT and business continuity
The Centre will reduce the environmental impact of IT and build organizational ability to overcome possible disruptive events. A high-level risk-management process and IT governance mechanisms based on ISO 27001 will be strengthened.
During the current mid-term ICTS Strategic Plan (2016-2020) which consists of the above 7 focus areas, ICTS aims to incorporate the following ambitious objectives:
- value-driven and impact-oriented IT strategies;
- business-partner concept;
- acting as capacity-builder and catalyst for business delivery;
- selecting innovations wisely and considering how to scale them up for maximum impact.
FUNCTIONAL RESPONSIBILITIES:
In February 2016, the new ICTS Strategic Plan for the years 2016-2020 has been launched through a comprehensive situational analysis, stakeholder analysis, market research and consultation processes. The plan has been endorsed by the management of the Centre, and is directly linked with the Centre’s Results-based Strategic Plan and its biennial Programme and Budget.Based on the above Plan, the successful candidate will:
- exercise full management responsibility for allocated resources in ICTS, including planning, supervision and implementation of the approved organizational budget and related strategic goals;
- represent the Centre at related inter-agency committees such as CEB ICT Network and ICC Management Committee to leverage joint-initiatives which provide tangible value to the Centre in collaboration with the ILO and the UN System;
- motivate ICTS staff to allow them to grow within the assigned role and provide guidance to address their career development aspirations and learning needs;
- provide active contributions to the Centre's Management Team, Risk Management Committee and other governance mechanisms of the Centre;
- by carefully analysing the Centre's Result-based Strategic Plan, Programme and Budget and the Training Programme’s Strategic Framework, proactively identify opportunities for business process reforms and new technology-enhanced training delivery models;
- translate the strategic visions into more manageable work goals and clearly communicate them to the entire team; Ensure that the team members are all aware that they are important part of the ICTS strategic asset and how their work are all contributing to the achievement of the strategic visions.
- increase customer awareness and visibility through published IT Service Catalogue; Improved communications with the management and the business partners.
- provide authoritative technical advice to management on architectural, policy and operational matters;
- keep up to date with best practices, technologies and trends such as collaborative working practices, knowledge-sharing and e-learning, and support the mainstream use of these technologies and practices within the Centre;
- provide support to new training programme initiatives such as mobile learning, e-Campus, promotion management system, business intelligence and web/social media analytics;
- manage the development, operation and transformation of the Centre’s global information structure, including the Centre’s website, Online Course Catalogue and other knowledge platforms;
- implement IT security policies, processes and procedures to ensure ICT assets are protected and business continuity is maintained; Maintain ISO 27001 certification;
- Maintain collaborative working relationships with a broad variety of counterparts with a focus on the senior management, internal business units, end-users, and external vendors to support initiatives aimed at improvement of ICT services at the Centre.
