Position Objective

The Lead Portfolio Management Specialist will lead the Portfolio Implementation Monitoring and Management (PIMM) Team of portfolio management and restructuring specialists in the Division of Portfolio Management (DPM) and ensure strong, effective and efficient monitoring of public and private sectors Funded Activities implementation performance and results as well as the timely deployment of adaptive management measures. S/he will be responsible for the overall performance of the PIMM workstream and will be reporting to the Deputy Director (DPM) and ultimately to the Director DPM.

Under the guidance and oversight of the Deputy Director, the Lead Portfolio Management Specialist will lead the PIMM team’s interactions with other DPM workstreams, interdivisional teams and external stakeholders to ensure clear communication flows and collaboration to secure their buy-in and contribution on required portfolio management decisions and actions.  S/he will lead engagement and work closely with AEs, NDAs and other internal/external stakeholders, to resolve emerging portfolio management implementation and reporting issues, under the guidance and oversight of the Deputy Director. S/he will also be responsible for working with the relevant divisions and external stakeholders to ensure proper monitoring of compliance of Fund investments with legal agreements as well as Fund policies and procedures, monitoring the Fund’s equity holdings and devising exit strategies.

S/he will also contribute to strategic and technical guidance and leadership to the team including: i) to restructuring specialists in resolving complex major and minor changes and ensure smooth handover of projects between origination divisions and portfolio specialist and between portfolio specialists and restructuring specialists;  ii) the establishment, review and refinement of portfolio management frameworks, policies, and guidelines as well as  iii) on-going supervision and management of the Fund’s Projects/Programs after hand over from origination divisions until completion and final evaluation. In addition, s/he will lead efforts to harvest knowledge and learning from implementation and restructuring experience to improve both portfolio management processes as well as project selection, design and review.

Duties and responsibilities

Purpose

• Advise Senior Management of DPM on strategic matters e.g. leading the development and application of new portfolio management framework and processes, policies, procedures, norms and standards, etc. to improve AEs performance and support as well as GCF’s Funded Activities portfolio performance and to create a best practice unit.

• Develop/update innovative tools, approaches, and strategies to realize DPM and workstream priorities and strengthen adaptive management measures as well as quality of portfolio implementation and results of Funded Activities in accordance with Fund Objectives and various contexts and stakeholder requirements.

• Expand the skills, knowledge and experience of PIMM team and the ecosystem through motivating, mentoring and organizing capacity building sessions/internal workshops. This shall also include supervision, appropriate delegation of tasks and responsibilities facilitating cross-learning opportunities between the various workstreams as well as providing guidance, learning opportunities to expand exposure, and drive motivation and reward performance PIMM team members (Portfolio Management specialists, analysts, consultants and interns).

Advanced university degree in economics, environmental studies, business administration, finance, or other relevant field; or Bachelors degree plus 2 additional years of experience.

• Minimum 13 years of relevant work experience in public and private sector operations including in project planning, design, financing, management, implementation, and development policy issues; monitoring and evaluation.

• Experience working with public and private sector clients/partners at strategic and operational level. Experience in climate finance and/or private sector is required.

• Proven experience in providing quality policy and project advice to national and international clients, and in transferring knowledge. Experience working in developing countries is a definite advantage.

• Strong portfolio management, financial and credit analysis skills and a demonstrated understanding of various Fund’s instruments (grants, debt, guarantees and equity);, blended finance and sector investment areas, evidenced by a proven track record in the delivery of operations within International Institutions or context.

• Experience working at advisory boards of investment funds, etc an added advantage.

• Knowledge of the operational framework and fiduciary standards of international institutions backed by excellent strategic, analytical skills and problem-solving skills.

• Demonstrated experience, understanding and ability to lead and enforce policy as well as compliance with, institutional, financing, social and environmental requirements in project/program implementation.

• Strong client and communications skills, backed by an ability to articulate and present ideas well both in writing and orally to a diverse audience of stakeholders at technical and strategic levels.

• Strong Interpersonal/relationship management and negotiation skills coupled with tact and ability to handle sensitive situations and communication effectively.
