Position Objective

The Data, Results Management and Knowledge Lead will lead the Data, Results Management and Knowledge workstream within the Division of Portfolio Management comprising of M&E and results specialists, data specialists and sector specialists. The workstream aims to enhance portfolio quality and contribute to accountability, transparency, and credibility of the Fund through i) review of Fund investments at the design stage to ensure results orientation and robust results tracking and reporting mechanisms, credible results and impact projections and reporting; ii) incorporation of best practices from implementation experience including in various sectors; iii) strong portfolio tracking and analytics on impacts and thematic/geographic trends; iv) evidence-based knowledge and information sharing to support portfolio balancing and resource allocation, corporate priorities (planning, efficiency & resource optimization) and inform measures to better support GCF partners and client countries.

The Data, Results Management and Knowledge workstream of DPM will be responsible for ensuring strong, effective and efficient tracking and reporting on implementation performance and results from GCF investments from both Funded Activities and Readiness Support and PPF. S/he will coordinate and support DPM wide knowledge generation activities and management activities to capture best practices, lessons learned and close learning loops with policy and origination and upstream review teams and liaise with the Knowledge management team and other relevant divisions in knowledge management and sharing.  She will lead efforts to harvest knowledge and learning from project and program evaluations, as well as secretariat, led reviews of the portfolio.

Under the guidance and oversight of the Director, the incumbent will lead interactions with other DPM workstreams, divisions and external stakeholders to ensure timely reporting to the Board and stakeholders. S/he will work with the Communications unit to develop and update mechanisms and channels to share Fund information and data with various audiences in a timely and efficient manner.  S/he will lead engagement and work closely with internal/external stakeholders, to resolve emerging portfolio data and reporting issues to ensure the credibility of the fund. S/he will also contribute to strategic and technical guidance and leadership to the team including the establishment, review and refinement of portfolio management frameworks, policies, and guidelines as well as supervision and management of the Fund’s Projects/Programs. S/he will also be responsible for liaison with ICT unit to ensure appropriate IT systems and infrastructure to support the workstreams activities in relation to data, results, and knowledge management.

Advanced university degree in economics, environmental studies, business administration, finance, or other relevant field; or Bachelor’s degree plus 2 additional years of experience.

• Minimum 13 years of relevant work experience in contributing to and leading results and data management efforts as well as complex knowledge management initiatives at the international level.

• Demonstrated success in leading, coordinating, and contributing to the timely delivery of quality and technically sound knowledge management products that promote effective technical performance and smooth implementation of institutional policies.

• Experience in drawing from multidisciplinary stakeholders and partners to create effective success stories, and in designing key KM metrics to enhance the value of knowledge capture for the institution.  Experience developing an institutional or programmatic learning agenda, is an added advantage.

• Familiarity with technical issues such as KM taxonomy, protocols for compiling, input and maintenance of knowledge products, and effective design of search tools and functions.

• Experience educating internal stakeholder groups on the benefits of cross-unit collaboration ineffective knowledge capture, and the importance of developing long-term institutional knowledge pools.

• Previous data analysis experience using Microsoft Excel, Tableau, Stata or any other data analysis and statistical tools.

• Knowledge of and experience with contemporary knowledge-sharing platforms, including file sharing and collaboration platforms, for internal and external stakeholders.

• Strong client and communications skills, backed by an ability to articulate and present ideas well both in writing and orally to a diverse audience of stakeholders at technical and strategic levels evidenced by experience reviewing and writing reports to various stakeholders at technical and strategic levels instruments for monitoring programmes.

Salary: USD 152,100 net (plus attractive benefits, that include the following allowances (as appliable): Relocation, dependency, education assistance and home country travel)
