- The contract duration is 10 months and the number of working days is 130 days. Remote work within Japan’s time zone is acceptable with face-to face meetings in Tokyo when necessary especially before the Annual Consultation and TICAD 9.

Background/ Purpose of Assignment
UNICEF Tokyo, as part of the Public Partnerships Division (PPD), works to strengthen UNICEF’s position as a trusted partner of the Government of Japan and other public sector partners in Japan with the aim of expanding strategic collaborations and resource mobilization opportunities. The office engages in evidence-based policy advocacy to support implementing UNICEF’s Strategic Plan 2022-2025 and the Agenda 2030/Sustainable Development Goals (SDGs).
Through its diverse portfolio of activities and in collaboration with UNICEF HQs/Regional Offices (ROs)/Country Offices (COs) as well as Japan Committee for UNICEF, UNICEF Tokyo works to strengthen UNICEF’s role as a strategic partner of choice for the Government of Japan, e.g. Ministry of Foreign Affairs (MoFA), Japan International Cooperation Agency (JICA), and to secure a steady pipeline of resources for children’s rights both in humanitarian and development contexts.
Under the overall supervision of the Senior Advisor at UNICEF Tokyo, in the Public Partnerships Division, the Public Partnership Consultant will provide technical, logistics, communication and coordination support for the TICAD 9 including the organization of the side event on Triple I and possibly another event. The Public Partnership Consultant will act as an internal focal point for TICAD 9 working closely with Tokyo team and other sectors of the organization, involved in the event. From UNICEF, we expect senior management’s participation in person, in some sessions in the main conference as well as side events co-organized by UNICEF with partners, depending on the modality of the meetings in coordination with OED, ROs, AU Liaison Office, and other Divisions/Offices.
In addition, the consultant will work on the upcoming Annual Policy Consultation with the MoFA and JICA in late spring 2025, providing support for the organization of the consultation, preparation of briefing notes and support Tokyo team upon request by the supervisor.
Scope of Work:
Position UNICEF as a partner of choice for the Government of Japan through the successful organization of TICAD 9 side events and Annual Consultation with partners;
In close collaboration with UNICEF Tokyo team and selected NYHQ/RO/CO colleagues, the consultant will lead on designing and executing partnership efforts for the successful organization of TICAD 9 side events and provide effective support for the organization of Annual Consultation.
Deliverables:
- Provide technical, logistics and coordination support for UNICEF high-level visit at the occasion of the TICAD 9 in August 2025 in coordination with relevant HQ Divisions/Regional Offices/Country Offices in UNICEF.
- Gather key intelligence on TICAD 9, and in support to PPD Tokyo team, lead on designing, negotiating and organizing a UNICEF side event during the TICAD 9 in partnership with UNICEF HQ, ROs, and other key partners.
- Support the preparation of Annual Policy Consultation with MoFA and JICA and other high-level visits, including preparation of briefing package, provision of technical insights for the media interviews. Organize side events during the high-level visits if opportunities arise, and some other communication-related sessions. Also conduct a stock-taking exercise of the engagement with JICA at country level as the preparation for the Annual Consultation with JICA, building on the existing outcome document.

- Fluency in English and Japanese (verbal and written) Excellent written and oral communication skills.
- 学位
- 修士以上
- 技術資格
- Advanced university degree in international development, public policy, international relations, social sciences, or related fields.
- A minimum of eight years of relevant professional experience in international development and humanitarian assistance experience, preferably in the UN system, is required. Field experience is an expected asset.

- Experience in advocacy, resource mobilization and partnerships building with the Government of Japan is an asset. Specific experience in working/liaising with MoFA or JICA at the HQ or field level is desirable.
- Knowledge and working experience in Africa, Asia and the Middle East region as well as experience in public private partnerships are also assets.
- Proven knowledge of policy and budgetary decision-making processes in the Government of Japan.
- In-depth experience with the UN processes, inter-governmental and member states negotiations.
- Fluency in both English and Japanese (verbal and written).
- Excellent written and oral communication skills.
- Positive performance record on drive for results and teamwork. Proven capacity to quickly absorb new information and techniques and work under tight deadlines.
