Requirements of the position The position is located in Tokyo, Japan (living in the commutable area to MSF Japan Tokyo office) with frequent business travel in Japan.
業務内容

 Purpose of the Position

Outreach Manager develops strategy and annual plans and oversees the implementation of outreach activities. Outreach activities aim to increase the recognition and attractiveness of MSF as a career choice among younger generations and mid-career professionals through targeted marketing and engagement with various stakeholders. The position contributes to the provision of diverse and quality human resources to respond to operational needs. Outreach Manager works in close collaboration with members of FHR Department, MSF Japan’s other departments, Association, and internationally mobile staff.

 

Main Responsibilities

1.Strategy, Targeting, and Planning

  • Design, plan, and implement outreach strategy aligned with operational needs and MSF Japan’s strategic orientations. Take active role in defining FHR priorities and in the validation of the department’s policies and strategies.  
  • Develop and manage annual plans, budget, activities, indicators to monitor the progress and impact of outreach activities. Review and analyse the outcome and impact of outreach activities, and propose corrective actions as needed. 

 

2.Mapping, Market Studies, Stakeholder Relations, and Networking 

  • Develop a comprehensive stakeholder map through market studies (e.g. medical institutions, universities, vocational schools, NGOs, government, actors in humanitarian / development sectors, international organizations, companies, recruiting agencies, etc.).
  • Proactively foster cross-department collaboration and synergies by capitalizing on knowledge, relations, and expertise within MSF Japan and Association.

 

3.Messaging and Material Development

  • Oversee the design, editing, and creation of inspiring outreach materials and messages aimed at generating the recognition and interest in MSF’s humanitarian work as a career choice, nurturing the aspiration and potential of younger generations and mid-career professionals. 
  • Develop standardized outreach materials for various profiles and specialists while tailoring messages according to targeted audiences and stakeholders.

 

4.Public Events, Conferences, Coordination, Facilitation

  • Define and design effective outreach events (e.g. outreach initiatives in collaboration with stakeholders, etc). Harness the collaboration with and expertise of internationally mobile staff.
  • Oversee and delegate as appropriate the organization, facilitate and/or support facilitation of outreach events and participation to conferences in coordination with MSF Japan’s other departments and Association. 

 

5.Follow-Up System for Potential Supporters 

  • Contribute to the development of a system to follow up and maintain contacts with potential applicants and share relevant information in order to trigger their application. 

 

6.Staff Management

  • Lead the setting up of a new Outreach team. Define and manage roles, responsibilities, and workflow of new Outreach team in coordination with other FHR teams.
  • Manage the staff and activities. Provide supervision, guidance, backstopping, and support to the team in order to bring about their fullest potential and best performance. 

7.Other Activities

  • Actively participate in whole of FHR activities and events (peer-to-peer, learning, etc.). 
  • Attend regular meetings to share information, brainstorm solutions and coordinate priorities with the FHR team and other departments of MSF Japan.

  • Commitment to MSF and humanitarian principles 
  • Strong interpersonal, written and oral communication and skills
  • Strong interest in networking, public relations, and external engagement 
  • Strong presentation and facilitation skills
  • Knowledge and experience in strategic planning and implementation
  • Management experience within MSF, other organizations or private sectors
  • Experience in project management, people management, and budget management
  • Strong time management, organization skills, and ability to prioritize
  • Fluency in written and spoken Japanese 
  • Excellent English language skills – written and spoken 
  • Effective computer Skills (Word, Excel, Power Point) 
  • Available to travel domestically 


Desirable Skills and Experience 

  • Work experience with MSF
  • Work experience with other NGOs and international organizations in humanitarian / development sectors
  • Work experience and expertise in Human Resources and / or Recruitment Marketing 
  • Network and knowledge of stakeholders in humanitarian / development sectors in Japan

・Salary is determined based on job grade.
・Flexible working hours with a standard working day of 8 hours
・Full social insurance
・Commuting allowance, work from home allowance, and child allowance (in accordance with the organization's regulations)
・Two full days off per week. In addition to annual paid vacations(24 days/year), year-end and New Year vacations and congratulation or condolence leave are available.
・Salary includes 20 hours of fixed late-night work allowance

・Probation period: 6 months
・Others: No smoking indoors in principle (smoking rooms are available)

・Retirement age 60 (with reemployment system)
