- The contract is subject to performance evaluation review, conducted at midpoint or annually, whichever comes first. The review shall be based on achievement of assignment specific outputs on time and on budget. Any changes in stated outputs need to be approved by ADB. ADB reserves the right to terminate the contract i) if outputs are not achieved on time and at quality level acceptable to ADB; ii) services are no longer required or iii) for any other reasons in the interest of the project. Pre-termination of the contract is subject to 2-week notice.

Objective and Purpose of the Assignment
The purpose of the assignment of this consultant is to identify and pursue new business opportunities, develop and implement strategies to attract new financial institution clients and partners, and build and maintain strong relationships with existing clients, partners, and stakeholders in Japan. This assignment aims to enhance the bank's portfolio of Japanese clients, ensure compliance with local regulations, and facilitate communication and collaboration between HQ, the representative office, and other stakeholders.
Scope of Work
The Private Sector Operations Consultant shall report to the Representative, Japanese Representative Office (JRO) and Private Sector Operations Department (PSOD). The consultant will expand the bank's portfolio in Japan by successfully identifying and securing new business opportunities, attracting new corporate clients and partners, and strengthening relationships with existing clients and stakeholders. Additionally, the staff member will ensure compliance with local regulations, provide valuable feedback and recommendations to senior management, and contribute to the overall growth and innovation of the bank's operations with Japanese clients.
Detailed Tasks and / or Expected Output
- Identify and pursue new business opportunities with Japanese clients, develop strategies to attract new corporate clients and partners, and organize missions for senior management and the staff at ADB Headquarters (HQ). This involves conducting market research, analyzing trends, and engaging with HQ teams to prepare comprehensive business development strategies.
- Focus on attracting new corporate clients and partners by developing targeted strategies and initiatives. This includes identifying potential clients, conducting outreach, and building relationships to expand the bank's clients in Japan.
- Build and maintain strong relationships with existing clients, partners, and stakeholders. Serve as the primary contact for clients, addressing their needs and concerns, and organizing and participating in meetings, events, and networking opportunities to strengthen these relationships.
- Act as a liaison with local regulatory bodies, government agencies, and industry associations. Facilitate communication and collaboration between HQ, the representative office, and other stakeholders, ensuring compliance with local regulations and policies.
- Prepare regular reports on business development activities, relationship management efforts, and market trends. Maintain accurate records of client interactions and transactions, and provide feedback and recommendations to senior management. Contribute to structuring and processing transactions with Japanese sponsors.
- Represent ADB at conferences, seminars, and other industry events. This includes participating in and organizing events to promote the bank's services, network with industry professionals, and stay updated on market trends and developments.
- Assist in the development of marketing and promotional materials. This involves creating content that highlights ADB's services, achievements, and initiatives, and ensuring that these materials effectively reach and engage the target audience.

Minimum Qualification Requirements
- Bachelor’s degree or higher in business administration, finance, economics, public policy, or a related field.
- Excellent written and spoken fluency in English, and senior business-level spoken fluency in Japanese.
- At least 7 years of experience in private sector development, strategic planning, regulations and policy, and stakeholder management.
- Minimum General Experience: 10 Years
- Minimum Specific Experience (relevant to assignment): 7 Years
- Regional/Country Experience: Desired
