MSF-Japan was launched in Tokyo in 1992 to plant the seeds of humanitarianism in Japanese society and recruit medical doctors to work in MSF’s medical humanitarian fields. In 2022, it will be the thirtieth anniversary. In the last ten years, MSF-Japan office has grown rapidly in terms of the size of donors (2009: 178,000, 2019:356,000), the number of international staff to work in fields (2009:55, 2019:100), and the number of employees (2009: 40, 2019: 64). As of today, the office has 82 employees, including 15 international staff working in Tokyo. 
The rapid growth of the office has caused some internal challenges as a side effect. In August 2020, the new GD started his job. The new GD aims to change MSF-Japan to become an organization that all staff can be proud of their job, feel fulfilled, and conduct professional works as one team to realize our vision, cultivating humanitarianism in the Japanese society to provide greater support to MSF field operations. The position of the Deputy GD for HQHR is newly opened in the Leadership Team to realize the goal by developing a HR strategy and reviewing existing HR policies, systems, and rules. 
The Deputy GD for HQHR leads and coaches the HQHR team in charge of the internal HR management of the MSF-Japan office. (The HR management of staff to work in MSF medical humanitarian fields overseas is under the responsibility of the other team.)

Essential Skills and Experience
•Strong commitment to and interest in MSF and humanitarian aid work
•Minimum 5-year experience in HR Management and Employee Relations at a Director level
•Strong expertise of the office management of an international organization in Japan and proven abilities to change HR strategies/policies/practices of an organization successfully 
•Adaptability to a new organizational culture
•Solid knowledge of Japanese labor law and HR related regulations
•Proactive approach to solve HR related issues
•Excellent people and project management skills
•Strong in empowering team members and stakeholders by delegating works and coaching staff appropriately
•Strong communication and interpersonal skills based upon excellent skills in active listening, assertive communication and negotiation. 
•Strategic and analytical way of thinking
•Proven ability to work under tight deadlines, to manage multiple tasks and to achieve objectives
•Native level of Japanese and fluency in English is essential. 
•Adequate IT literacy and good command of Microsoft Office are required
