1. Strategic Advisory and Institutional Leadership on Partnerships and Resource Mobilization

  • Direct and provide authoritative strategic guidance to SPD and UN Women leadership on partnership and financing approaches across evolving thematic, geographic, and institutional portfolios. 
  • Lead the development and refinement of UN Women’s partnership, resource mobilization, and financing strategies, frameworks, guidance, and tools, ensuring alignment with evolving organizational priorities and the external financing landscape.
  • Drive corporate planning and coordination mechanisms (e.g., annual partnership work planning, internal clearance processes) determining priorities and sequencing.
  • Conduct authoritative analyses of external trends in the partnerships and financing landscape and translate these into proactive organizational approaches and positioning for UN Women. Produce actionable intelligence to inform leadership decisions and engagement strategies.
  • Identify, assess, and develop opportunities for multi-year financial and non-financial collaboration with partners to leverage resources and political support towards UN Women’s mandate.

 

2. Organizational Guidance, Technical Leadership, and Quality Assurance

  • Provide authoritative technical guidance and quality assurance to headquarters, regional, and country offices on partnership development and donor engagement approaches, including leading review of proposals, agreements, and donor reports for quality and compliance.
  • Determine and advise on complex partnership opportunities and financing modalities, exercising expert judgment to assess risks, opportunities, and appropriate modalities
  • Oversee and strengthen integrated approaches to partnerships across divisions, teams, and offices, establishing standards and quality benchmarks for partnership engagement across the organization.
  • Lead the development of donor proposals and direct the preparation of progress reports, ensuring quality assurance against donor requirements. Lead donor negotiations for contributions to regular and other resources and co-financing contributions demonstrating UN Women's comparative advantage and reflecting priorities of donor countries.
  • Develop and advance collaboration with diverse political and social actors – institutions and organizations as well as individuals – that can be mobilized to support UN Women’s mandate, assessing strategic value and alignment with organizational priorities

 

3. Knowledge, Learning and Capacity Development 

  • Develop and oversee knowledge products, learning tools, and guidance to strengthen organizational capacity on partnerships and resource mobilization, setting quality standards and ensuring relevance across diverse office contexts.
  • Identify, codify, and disseminate good practices and lessons learned across the organization. Establish and maintain systemic a mechanism to capture lessons from major negotiations and reporting cycles and feed them back into corporate guidance.

 

4. Strategic Positioning and External Engagement

  • Provide authoritative leadership and strategic direction to UN Women’s strategic positioning with diverse external stakeholders, including governments, multilateral institutions, foundations, private sector entities, and other relevant constituencies, cultivating and leveraging high-level relationships that advance organizational objectives.
  • Represent SPD in internal and external forums as delegated by the Director, speaking with authority on behalf of the Division and committing the organization’s position on partnership matters.
  • Lead and shape strategic engagement in key forums, platforms, and events that enhance UN Women’s visibility and partnership opportunities.
  • Provide authoritative technical input into high-level engagements, donor dialogues, and partnership discussions, influencing outcomes and advancing organizational interests.

 

5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

必要な業務経験・能力

1.Education

  • Master’s degree or equivalent in Business Administration, International Relations, Fundraising, Marketing, Communications Management or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

2. Experience

  • Ten years of progressively responsible professional experience in strategic advisory, programme/portfolio management, policy, operations, institutional development, or resource mobilization strategies and partnerships building in complex institutional environments is required.
  • Demonstrated experience engaging and coordinating with diverse stakeholders (e.g. governments, UN entities, civil society, foundations, academia, private sector) to advance institutional or programmatic objectives is required. Direct fundraising experience and/or experience developing partnership agreements is required. 
  • Demonstrated knowledge of approaches and good practices related to stakeholder engagement, strategic positioning, communications, results-based reporting, and/or partnership development is required. Knowledge of international fundraising/marketing concepts is an asset.
  • Familiarity with development, human rights or humanitarian assistance is desirable.
  • Relevant experience with UN, bi-lateral, international donors/agencies and/or International non-governmental organizations is desirable.
  • Familiarity with UN Women programmes and policies, knowledge of international development policies and institutions, international politics is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required.
