Position Objective

Reporting to the Integrity and Compliance Manager, the Integrity and Compliance Specialist will be responsible for developing and conducting integrity risk assessments including but not limited to proactive integrity reviews of GCF projects and programs. S/he will provide advisory services to ensure adherence to GCF integrity policies, rules, and procedures; and will monitor the implementation and effectiveness of the Fund’s integrity policy frameworks, and report accordingly.

The Integrity and Compliance Specialist will support the development of IIU led awareness and capacity-building programs; working collaboratively with interdivisional teams to promote the development of proactive prevention strategies that mitigate integrity risks in GCF operations and funded activities.

Duties and responsibilities

Purpose

• Lead the promulgation of GCF integrity standards across GCF funded activities through the provision of advisory services that ensure integrity risks are appropriately managed and mitigated. The provided services to both internal and external stakeholders will include but are not limited to, advice on potential exposure to prohibited practices, and guidance on integrity related conditions of GCF contracts, agreements, policies, procedures, and processes.

• Identify and recommend preventative, remedial, and/or mitigating measures related to concerns discovered through integrity risk assessments of GCF Funded activities, and the evaluation of the implementation of relevant integrity policies.

Engagement

• Mitigate against misconduct and potential integrity violations by collaboratively engaging with Secretariat colleagues on integrity compliance matters to embed integrity values in GCF operations and funded activities.

• Support the development and implementation of IIU’s outreach and engagement strategies to build networks with counterparties to raise awareness of the GCF integrity standards, and the provision of technical support as appropriate.

• Proactively engage with international communities to stay at the forefront of relevant practices.

Delivery

• Develop, implement, and deliver Proactive Integrity Reviews (PIRs) that systematically assess susceptibility to integrity violations in GCF operations and funded activities. Liaise with all stakeholders to collaboratively build recommendations, lessons learned, good practices, and knowledge products arising from the PIRs.

• Evaluate and report on the implementation of integrity policies in GCF operations and provide recommendations as appropriate.

• Monitor the implementation of recommendations derived from PIR and integrity policy implementation evaluation activities. Catalyze the delivery of relevant services to support stakeholder engagement and active resolution to the proposed recommendations.  

• Optimize the monitoring frameworks to ensure compliance with GCF policies and proactive interventions.

• Support the development of integrity knowledge products and lessons learned from IIU activities for dissemination to internal and external stakeholders.

• Advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, or other related fields.  A first-level university degree plus two years of qualifying professional experience in addition to the minimum requirement may be accepted in lieu of the advanced university degree.

• Formal qualifications or certifications in International Compliance Association (ICA), Association of Certified Anti-Money Laundering Specialists (ACAMS), Certified Fraud Examiner (CFE), Climate Finance or related domains is an advantag.

Experience:

• Minimum of eight (8) years of relevant professional experience in an investigations, audit, compliance, forensic accounting, or legal role, with focus on the development, monitoring, and/or implementation of compliance, anti-corruption, anti-fraud, or related initiatives.

• Experience working in an international institution is highly desirable.

Skills:

• Excellent knowledge of fraud, corruption, financial crime, and misconduct prevention techniques.

• Strong analytical and legal skills with the ability to interpret complex legal and financial information.

• Able to identify and assess compliance/integrity risks in an objective manner and provide fair, well-reasoned, and supported guidance.

• Strong interpersonal skills with the ability to quickly form working relationships and gain credibility across the GCF, Members of the Board, and external partners.

• Able to establish strong working relationships with colleagues from different functions and cultures.

• Excellent writing and presentation skills.

Grade: IS - 3

Salary: USD 97,700 net (plus attractive benefits, that include the following allowances (as appliable): Relocation, dependency, education assistance and home country travel)
