This position is located within the Donor Relations Section (DRS), Partnerships and Resource Mobilization Branch (PRMB), Humanitarian Financing and Resource Mobilization Division, Office for the Coordination of Humanitarian Affairs in Geneva. The Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies and natural disasters. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principles humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Humanitarian Affairs Officer will be responsible for strengthening existing relationships with and serve as a focal point within the Donor Relations Section for a group of donors in the Asia Pacific region, with a particular focus on East Asia to ensure a consistent flow of information on and timely reporting on OCHA's activities and programme requirements. Monitor and provide advice on resource mobilization strategies and interaction with those donors, including relevant Ministries and aid agencies, parliamentarians and other stakeholders. Facilitate the Office's inputs for donor consultations / annual meetings as required. Develop key strategic partnerships with new donors to achieve a broader donor base for OCHA, including Country-Based Pooled Funds (CBPFs) and Centralized Emergency Relief Fund (CERF). This would entail devising specific and tailor- made strategies for outreach to a number of new donors, preparing and maintaining donor profiles as required. Support the preparation of the donor specific funding submissions and report on OCHA's activities and extra- budgetary requirements; monitor follow-up to pledges from donors and ensure proper reporting as stipulated in respective funding agreements. Serve as the focal point in the Section for CERF as one of the cross-cutting thematic issues, and draft policy papers as requested by the Chief of Section and replace or provide support to one of the Donor Relations Officers in the Section as necessary.
