To support the implementation of the 2030 Agenda for Sustainable Development, the Development Co-operation Directorate (DCD) collects and analyses data, provides policy advice, and builds multi-stakeholder partnerships to promote policy reform and increase impact on the ground, stimulate new co-operation modalities, adapt international measurement frameworks, and ensure that innovative approaches to financing sustainable development benefit the poorest first, in order to leave no-one behind.

As a core pillar of DCD’s overall effort to maximize development co-operation’s unique contribution to the  2030 Agenda and sustainable development, the Review, Results, Evaluation and Development Innovation (RREDI) Division enables quality, innovative and adaptive development co-operation for improved impact. It does so through spurring behaviour change and reform, by creating and monitoring norms and standards, increasing accountability and enabling members to learn from each other. It produces, brings in and uses evidence – grounded in the experience of members, non-members and their development partners – of what is working and why in development co-operation policies and practices, structures and systems. The core and unique working methods focus on the practice and experience of DAC members: peer reviews; peer learning exercises; and supporting communities of practice and networks on results, evaluation, data and innovation.

DCD/ RREDI is looking for a Senior Policy Analyst, with extensive experience in evaluation of development programmes, to lead DCD’s work on evaluation which aims to increase the effectiveness of development co-operation policies and programmes by promoting high-quality evaluation and better use of evaluation evidence and by supporting members in their efforts to continuously improve evaluation practices and systems. 

The selected candidate will lead a small team and and report directly to the Head of RREDI Division.

Advanced university degree in economics, public administration, social or political science with a specialisation in public sector, international or development affairs. 

At least eight years’ experience in a national or international development agency, preferably both in a developing country and at headquarters, at least five of which in evaluating development policies, programmes or projects.

Experience in interacting with, and advising, senior government representatives.

Proven experience in managing and implementing evaluations and strong command of evaluation concepts, methods and approaches.

Experience in networking with a broad range of actors at the international level.

Proven ability to conduct analytical research and draft concise, high quality reports.

Experience in communicating and presenting to various audiences.    

Depending on level of experience, monthly salary starts at 8,567 EUR plus allowances based on eligibility, exempt of French income tax.
