令和8年度の「プライマリー・コース」外国人研修員の応募受付を開始いたしました。

今年度は、アンゴラ、ブルキナファソ、コロンビア、ハイチ、ラオス、リビア、パラオ、カタール、スリランカ、ウクライナの10か国の研修員を募集しています。特に平和構築・開発分野で活躍している27歳から39歳の若者を対象としているプログラムとなります。なお今年度の日本人の応募受付は終了いたしました。

プログラム詳細と応募方法につきましては以下の通りです。

Call for International Applicants（応募要項）

The Program for Global Human Resource Development for Peacebuilding and Development was established by the Ministry of Foreign Affairs of Japan to strengthen civilian capacity for peacebuilding and development. The Primary Course is designed to prepare early career professionals in peacebuilding, international development and related fields to work with a high level of competence, agility and skills.

Hiroshima University will deliver the course in cooperation with the United Nations Institute for Training and Research (UNITAR) from November 2 to November 27, 2026, in Tokyo and Hiroshima, Japan.

Course Dates

• Online (2 sessions in October 2026): Program Associates will participate in 2 online preparatory sessions, where they will be introduced to each other and be given a pre-training assignment.
• Week 1 (November 2-8, 2026): Program Associates will meet in Tokyo and start their training on fundamental aspects of peacebuilding, development and the United Nations.
• Weeks 2-4 (November 9-27, 2026): Training will be delivered in person, mainly at the Higashi-Hiroshima campus of Hiroshima University in Hiroshima Prefecture.

Instructors are current or former staff members of international organizations, as well as experts in the fields of peacebuilding and development from Hiroshima University and other institutions.

国内研修 : 東京都内及び広島大学東広島キャンパスの研修施設等 

研修内容 : 平和構築・開発に関する知識、国際機関の優先課題及び現状への理解を促進し、 国際機関の人事システムやキャリアプランについて学び、国際機関等での職務に当たり求めら れる業務遂行能力（コンピテンシー）を向上するための実践型研修です。

1. A strong will to work in the field of peacebuilding and/or international development in the future
2. At least three years of work experience in peacebuilding and/or development-related fields (e.g., law, public administration, economic development, education, public health, logistics support, IT and digital science, human resources, communications and media, environment, project management, etc.)
3. A university degree (Bachelor's degree) or equivalent
4. Aged between 27 and 39 years as of April 1, 2026
5. English proficiency equivalent to or above the following scores:
   1. TOEFL iBT: At least 23 points in all sections (Listening, Reading, Writing, Speaking) (for tests taken before January 21, 2026) or at least 5 points in all sections (for tests taken on January 21, 2026 or after);
   2. TOEIC: Listening and Reading at least 900 points and Speaking and Writing at least 345 points
   3. IELTS: 6.5 or above in all sections (Listening, Reading, Writing, Speaking). Academic IELTS is preferable but General is also accepted.
6. If a standardized test is not available, then please submit the “Recommendation Letter on Candidate’s English Language Proficiency”. GPAD reserves the right to contact the person who has sent the recommendation letter.
7. A Duolingo English Test Score may also be submitted, but it will only be used as a reference. Applicants who submit Duolingo scores must also submit the “Recommendation Letter on Candidate’s English Language Proficiency”.
8. Health condition suitable for participation in the program and the ability to attend the entire duration of the Course. Selected applicants may be asked to submit a Certificate of Good Health prior to the training.

（1） 平和構築・開発に関する諸分野（法律、行政、教育、保健・衛生、環境、データサイエンス、イン フラ、交通工学、気候変動、ファンドレイジング、後方支援 〔調達、IT、人事、財務、広報等を含 む〕等）で、3 年以上の実務経験を有する方（インターンやボランティア経験等も考慮します）。詳 細な分野および職種につきましては、以下の 10 項目をご確認ください。 

（2） 大学学部卒相当以上の学位を有する方 

（3） 今後、平和構築・開発分野に携わる強い意志を有する方 

（4） 2026 年 4 月 1 日時点で 27 歳以上、39 歳以下の方 

（5） 英語力が以下のレベル、もしくは以下の基準と同等の英語力を有する方※ a. TOEFL iBT 2026 年 1 月 21 日以前の受験：90 点（Listening, Reading, Writing, Speaking の 全セクション 22点）以上。2026年1月21日以降の受験：4.5点（Listening, Reading, Writing, Speaking の全セクション 4.5 点）以上 b. TOEIC （L&R 900 点、S&W 345 点） c. IELTS 6.5 点（Listening, Reading, Writing, Speaking の全セクション 6.5 点）以上      (6)     証明書の写 しが提出で きない場合語学力 を証明する 「 Recommendation Letter on Candidate’s English Language Proficiency」を提出してください。 

   (7)     Duolingo English Test の ス コアは参考資料 と して ご提出いただけ ますが 、必ず 「Recommendation Letter on Candidate’s English Language Proficiency」とともにご提出くださ い。 ※英語力に関するスコア要件に関しましてご不明な点がございましたら、事務局までお問い合 3 わせください。 ※英語以外の語学力を有する方は歓迎いたします。特に、国連公用語（フランス語・スペイン 語・ロシア語・中国語・アラビア語）を使用できる方。 

（8）本プログラムに参加できる健康状態であり、コース全期間に参加可能であること。選考通過者は、研修前に健康証明書の提出を求められる場合があります。

2. Supplementary Employment Information Form

If you need additional space to fill in your employment information, please use the “Supplementary Employment Information Form”.

3.Certificate of English Proficiency

A certificate or score sheet of an English proficiency test such as TOEFL, TOEIC, or IELTS, taken in the last five years. A photocopy is acceptable. If you are not able to submit a certificate of English proficiency, applicants may submit a “Recommendation Letter on Candidate’s English Language Proficiency” from someone who can attest to the applicant’s language level.

Application Deadline

Wednesday July 1, 2026 (9 pm Japan time)

Please note that late submissions will not be accepted.

For FY2026, nationals from the following countries are invited to apply: Republic of Angola, Burkina Faso, Republic of Colombia, Republic of Haiti, Lao People's Democratic Republic, State of Libya, Republic of Palau, State of Qatar, Democratic Socialist Republic of Sri Lanka, and Ukraine.

Please note that nationals of countries other than the above are not eligible to apply and their applications will not be accepted.
